Yup, lots of signs. Looks like a mall near a college campus or city center? It's an intriguing location and an interesting festival perhaps?
It's a mall in between different museums (History, Natural Science and Nature Research center) in downtown Raleigh, NC, U.S.) They had festivals over the weekend.

Ha, there were some children participating that I was afraid might blast off for real.
Not to promote it, but our office wrote a book about signs called What's Your Signage?BTW, Carver did this intro at the very last minute, when someone else was unable to do so. Brava!
